Name of project: 
EU Support for Climate Action in IPA II Beneficiaries – Transition towards the Low Emissions and Climate-resilient Economy in the Western Balkans and Turkey
Task description: 

The project will support the implementation of the 2015 Paris Agreement on Climate Change in the Western Balkans and Turkey and help their transition towards the low emissions and climate-resilient economy. This will be done by supporting climate policy and legislative development across sectors, especially the work on the integrated climate and energy action plans as well as an increased climate mainstreaming that will allow IPA II beneficiaries to fulfil their international and the EU acquis requirements.


For the project we are looking for experts meeting the following criteria:


  • At least 10 years professional experience
  • Excellent English communication skills
  • Ideally a post graduate degree in a relevant field such as climate change, energy or environment


At least one previous assignment as a key expert / non-key expert funded by the EU.

At least 5 years specific experiences in one of the fields of climate change, energy and environment.

Significant experience of:          

Working experience in the Balkan and/or Turkey.

Working experience with international development agencies (EU, GIZ, USAID etc.)

Experience as asset in:

  • Advice in preparation, transposition and implementation of EU climate change, energy and environmental acquis by national environmental and climate change administrations and agencies in WB and Turkey and/or the former candidate countries,

  • Promoting development of climate change, energy and environmental policies and supporting cooperation with the United Nations Framework Convention on Climate Change (UNFCCC),

  • Supporting development of national GHG inventory systems and reporting in line with the EU Monitoring Mechanism Regulation (MMR), and supporting establishment of EU Emission Trading System (ETS),

  • Supporting development of adaptation to climate change policies and strategies,

  • Technical assistance in the establishment of exchange groups and networks, including national environmental and climate change administrations and agencies in WB, Turkey and/or former candidate countries.

  • Capacity building for environment and climate change administrations, management of dialogue and coordination of regional stakeholders

Other information: 


The expected implementation period for the Services is 36 months. Individual duration of missions to be determined.


The Team Leader and key experts shall be based in Brussels with regular travels to the region.
