Regional Migration Fund supporting Migrants, Refugees and Host Communities (RMF) (KfW)
The current scope of forced displacement and irregular migration in the Horn of Africa (HoA) requires structural development programmes. It is estimated that the region with a population of about 264 million people hosts almost 12 million displaced persons (IDPs and refugees) and many more (irregular) migrants.
The German Government has made available an initial grant to the Intergovernmental Authority for Development (“IGAD”) under the German Financial Cooperation for the “Regional Migration Fund supporting Migrants, Refugees and Host Communities” (“RMF”).The RMF is an instrument that shall finance different projects in the IGAD region to improve (economic) opportunities for migrants, refugees and host communities. Two possible investment windows have been identified for the RMF. Measures within investment window 1 (“IW1”) shall enhance economic potential of border areas along migration routes through increased employment and livelihoods for migrants and local communities, in particular youth. Measures within investment window 2 (“IW2”) shall enhance the socio-economic inclusion of refugees and host communities in protracted displacement situations. The described measures under both investment windows will contribute to improved living conditions and economic opportunities and will strengthen social cohesion.
The scope of the service is to staff the Fund Management Unit (FMU) and to implement the RMF. The FMU will be housed within the Social Development Division of IGAD. The FMU will prepare and carry out the necessary daily activities for the functioning of the RMF and will work in close collaboration with IGAD and in particular with the Social Development Division and its focal point within the division.
For the project we are looking for an international team leader meeting the following criteria:
- At least 15 years professional experience
- Excellent English communication skills, with French being an additional advantage
- Ideally a post graduate degree in a relevant field including local economic development and/or financial management
At least one previous long term assignment as a team leader on an internationally donor funded project
Significant experience of:
- Working in the region
- Managing large development funds
- Local economic development for low income groups
- Working in migration/displacement contexts
- Environmental and Social Sustainability assessments in compliance with World Bank
- Working with development banks (KfW, WB etc.) or development agencies (EU, USAID etc.)
The expected implementation period for the Services is 36 months. The Team Leader and key experts shall be based in Djibouti full time for the core implementation period.
