Name of project: 
Further Support to Public Finance Management in Bosnia and Herzegovina
Task description: 
  • Improvement of the budget framework through necessary amendments to the Law on Financing the Institutions of BiH

  • Preparation of a framework for a new budget approach

  • Drafting a methodology for the measurement of performance indicators, the measurement of programme objectives achievement results and securing budgets based on performance and policies

  • Analysis of needs for upgrading budget preparation software (BPMIS) and treasury systems

  • Preparation of trainings in programme budgeting concepts and methodology


Qualifications and skills

  • Preferably master degree in economics, finances, accounting or related fields, but as minimum bachelor degree in one of these fields is required;

  • Knowledge of BiH languages will be an advantage

General professional experience

  • Minimum of 7 years of professional experience related to public finances;

  • Experience in international projects in candidate countries/potential candidates for EU accession will be an advantage;

Specific professional experience

  • Minimum 3 years of professional experience related to development of strategic and mid-term planning and/or programme budgeting;

  • Minimum 2 years of experience with the budget preparation process;

  • Experience with setting programme budget indicators will be an advantage;
