Task description: 
  • Overall responsibility for the advisory package of the contractor

  • Supervision of the activities with regard to private sector development, particularly SME and export development support.

  • Initiation and support of development partnerships with Cambodian and international enterprises as well as related associations.

  • Support and continuation of cooperation with government authorities and development partners. Maintaining contact to other donors.

  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners.

  • Ensuring results monitoring is conducted. Regular reporting in accordance with deadlines.

  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts

  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission.

  • Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the ARISE Plus Cambodia project and other GIZ-implemented projects addressing the needs of SMEs in Cambodia.

  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase.

  • Consideration of cross-cutting themes (e.g. gender equality).

Qualifications: 
  • Master’s degree in business administration, management, economics, social sciences, agriculture, or another relevant area of study.

  • Professional proficiency in English (Level C according to the Common European Framework of Reference (CEFR) for Languages).

  • 10 years of professional experience in the Private Sector Development and/or trade sector.

  • 5 years in Export Development or capacity development and coaching.

  • 5 years of management/leadership experience as project team leader or manager in a company, with budget responsibility.

  • 5 years of experience in projects in South-East Asia, out of which 1 year of work experience in Cambodia.

  • 5 years of experience in Development Cooperation projects.

  • Intermediate proficiency in Khmer (Level B according to CEFR).
