GOPA supports LODA in organising a two-day workshop in Rwanda

MEIS Workshop

Since 2016, GOPA's MEQ (Monitoring & Evaluation/Quality) has successfully been implementing the third phase of the KfW-funded project, "Support to the Implementation of Decentralisation III". As a main task, the GOPA team is giving support to the Local Administrative Development Agencies (LODA) in implementing and promoting the use of a Monitoring and Evaluation Information System (MEIS) in all 30 districts of Rwanda.

"Towards accountable, social and economic development at local level through citizen participation and digitalisation": On this theme, a workshop was held in June to raise awareness for the system, and to identify and develop recommendations for the further development of MEIS. The workshop brought together more than 150 participants from technical ministries, state agencies, representatives of districts and provinces, CSOs and NGOs (including Transparency International, World Vision, Caritas, Friedrich Ebert Stiftung), as well as development partners (DFID, ENABEL, GIZ, KfW, UNICEF, UNDP, WFP and FAO), universities and the press.

An opening speech was held by the Minister of State (MOS) at the Ministry of Local Government, the Hon. Harelimana Cyriaque, followed by the Deputy Head of Cooperation at the German Embassy, Ms Mandy Hupfer.

On the second day of the Workshop, participants reflected on one important MEIS module, called the Citizen Complaint Module (CCM).
