Task description:

S/he will be the main counterpart of INTPA E2 for the management of the contract and will be responsible for ensuring high quality of the deliverables of the project. This expert will provide the strategic vision of the assignment and will supervise and coordinate the inputs of other key experts and non-key experts (advising on their identification and mobilisation to be approved by the project manager). S/he will advise on the identification and implementation of activities. This will include, among others:

• Steering and managing the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team.
• Supervise the elaboration, production and quality control of the project outputs, studies and other tasks requested by INTPA E2.
• Ensure the timely preparation of the progress and annual reports and quality control of reports prepared by short-term experts in line with General conditions.

To ensure these tasks, the team leader should have the following abilities:
• Flexibility, adaptability.
• Sense of priorities and capacity to understand the needs of EU Delegations and INTPA headquarters, adapt and be forward looking.
• Good attitude and capable of providing good spirit of work and collaboration within the team and with different stakeholders.
• High level of ethics and service-oriented person.

Qualifications:

Qualifications and skills
• A university degree (at least bachelor’s degree or equivalent diploma) in the areas of economic, social or political sciences (or in a relevant, directly related discipline), or equivalent relevant professional experience of minimum 5 years in the last 15 years, in addition to the minimum general professional experience requirement mentioned below
• Excellent written and oral communication in English (C2 level), and good command of French (B2 level)
• Good knowledge of Spanish (B2 level) will be considered as an asset.

General professional experience
• At least 10 years professional experience covering the formulation and/or implementation and/or evaluation of international development co-operation policies, programmes and projects.


Specific professional experience
• At least 8 years of experience related to the formulation and/or implementation and/or evaluation of international co-operation projects in the areas of private sector development, trade, sustainable investment, regional economic integration, business environment reform or related areas of expertise.
• At least 5 years' experience of working with countries eligible for NDICI.
• At least 5 years' experience as a team leader in international co-operation programmes/projects, in areas such as private sector development, trade, sustainable investment, regional economic integration, business environment reform or related areas of expertise.
• Experience working with the private sector will be considered an asset.
• Experience of working as a trainer will be considered an asset.
• Experience of working with fragile states (as per the OECD list9) will be considered as an asset.
• Knowledge about the EU Global Gateway Strategy and EU Regulations related to TPSD topics will be considered an asset.
