Climate-Sensitive Innovations in Land Management (CLM): Technical advisory support for Lake Chamo catchment management
Task description:
  • Advising SLM implementing partners at woreda, zone and region level on sustainable natural resource management including innovative incentive systems approaches for local communities to participate in the natural resource management programme;
  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners as described above; 
  • Working together with and supporting the regional, zonal and woreda administrations for achieving the objective of Output 3, particularly agreed plans (road map, operational plans, etc.); 
  • Considering cross-cutting themes (e.g. gender equality); 
  • Making sure that all measures proposed are in line with environmental, health and social standards; 
  • Regular reporting in accordance with deadlines; 
  • Ensuring results monitoring is conducted; 
  • Preparing demand-driven work plans in close coordination with local partners; 
  • Assuming the overall responsibility for the advisory package of the contractor; 
  • Overseeing the work of the contractor’s team members; 
  • Coordinating under the guidance of GIZ the work with other development partners including other GIZ projects and KfW; 
  • Coordinating the work with Arba Minch University and other implementation partners; 
  • Identifying pilot areas together with project partners and beneficiaries, based on transparent criteria; 
  • Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the programme at local and national level (esp. with the GIZ team at national level and with GIZ staff on-site); 
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts; 
  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission; 
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase; 
  • Regularly consult with the AV of GIZ-CLM on all aspects of the assignment. 
Qualifications:
  • Education/training: Postgraduate university degree in Natural Resource Management and/or Environmental Engineering and/or Rural Development and/or Land Management and/or Geography and or Spatial Planning; 
  • Language: C1 proficiency level in English; 
  • General professional experience: 10 years of professional experience in the natural resource management sector; 
  • Specific professional experience: 8 years of practical experience in biophysical and socio-economic analysis; a proven track record of successfully developing and implementing community-based, participatory NRM strategies (2 assignments in the past 10 years); proven experience in system analysis of food production in lake catchment areas while protecting the environment; production and development of incentives for local communities (2 assignments in the past 10 years);
  • Leadership/management experience: 3 years of management / leadership experience as project team leader or manager in a company with proven track record of effectiveness; 
  • Regional experience: 5 years of international experience in land resource management projects; African and Asian country experience with socio-economic conditions similar to Ethiopia (i.e. predominantly agriculture-based economies with a majority of rural inhabitants in the lower income strata); 
  • Development Cooperation (DC) experience: 2 years of working experience in Development cooperation projects, preferably in long-term assignments (> 6 months) for the German Technical Cooperation; 
  • Presentation, communication skills and conceptual understanding of the project. 
Other information:

The position is to be filled for all 27 months on a 70% basis. The expert will be based in Arba Minch, SNNP regional state.
